The media sector is in the midst of dynamic change, driven by convergence and the rise of Asia as a content powerhouse and one of the most influential markets in the world.

Leading the drive to power up Singapore's media industry is the Media Development Authority (MDA). Formed in 2003, MDA spearheads initiatives that drive growth in film, broadcast content, publishing, music, games, animation and Interactive Digital Media.

|
In response to global trends towards digitisation and a rising interest in Asia, the Media Development Authority (MDA) has extended its Media 21 blueprint which mapped out the path towards the transformation of Singapore into a Global Media City.
|
|
Launched in 2009, the Singapore Media Fusion Plan (SMFP) is the expression of Singapore's intent to become a Trusted Global Capital for New Asia Media in this emerging world of rich, multi-sensory content and new evolving communities.
|
|
Developed in consultation with industry players and partner agencies, SMFP is a national strategy that will empower Singaporeans and Singapore media companies with digital content development skills and access to financial resources to tell their stories.
|
|
SMFP is part of Singapore's efforts to grow the Creative Industries which will provide more job opportunities for Singaporeans.
|
|
To further extend the footprint of the Singapore publishing industry beyond its shores, MDA has launched the Spearheading Publishing Innovation for New Enterprise scheme, or SPINE.
|
|
SPINE aims to increase the sophistication of the Singapore publishing industry by assisting in the initiation of brand-led publishing programmes which may involve the development of new publishing properties, series or imprints, or the enhancement, extension or expansion of established publishing properties in relation to content, design, and distribution.
|
|
Through Call for Proposals conducted quarterly, the MDA seeks submissions from publishing companies for publishing programmes with strong cross-media cross-platform elements, aimed at international distribution and readership.
|
|
Publishing companies incorporated in Singapore with at least 30% ownership by Singaporeans/Singapore Permanent Residents and with central management and control in Singapore are eligible to apply.
|
|
The MDA may co-invest, together with publishing companies and other industry partners in publishing programmes that present opportunities for global reach and economic returns under a co-sharing of rights and revenues arrangement. The level of MDA's participation is dependent on the scale, scope and merits of the proposal.
|
Proposals are evaluated on the following criteria, which includes but will not be limited to the following:
- Quality of the original publishing property;
- Extendibility of the original publishing property;
- Reach and size of the addressable market;
- Potential to scale regionally or globally;
- Projected investments, revenue and Total Business Spending in Singapore;
- Financial Standing of the publishing company;
- Degree to which the Programme supports the growth and competitiveness of the publishing company;
- Track record of the publishing company, and partners if any; and
- Capacity and commitment of the publishing company, including partners, to execute the Programme.
